We didn’t have premine at all. First 16000 blocks were used for testing our system in production with minimum reward for it. We will use received coins for bounty program.
If we stop to stake now, our network will stop to work.  
You need 1000 or more BTXC for staking. You can buy it and start staking too.
When it will be enough amount of participants who stakes, we stop our stake.
