What is this report badges for? Does it affect the ranking system? If yes, Iam sure that lots of user will do reporting excessively even if the reported replies is useful for everyone.

No, it's probably just a badge to reward reporting. I wouldn't be against it having some extra privilidges though, but nothing too extravagant nor should it be used to bypass ranks.

I like the military chevrons. Maybe instead of the same but different colours you could just get an additional chevron each time you move up a rank like I believe they do in the military. Ie one chevron for 300 good reports, two chevrons for 1000 etc. More could easily be added as needed as well.
I personally don't like the "cop" theme (I don't want to be seen as a cop hehe). I also think we can come up with something more unique than check marks or badges or stars (no offense intended).

Yeah, the cop theme is so so. Although, I wouldn't mind it too much. I'm not sure what other forums use, because believe it or not this is one of the only forums that I used regularly. I like BTCforjoe's idea, but for me it is better to add the symbol beside the user name. So it will be like a verified account in other social media, which is good i think.
The whole reporter badge idea has nothing to do with "verifying" an account. This will only help scammers who want to impersonate someone else.Yeah, it shouldn't be like this. People might think the accounts are 'verified' and could give people a false sense of security.
