Altcoin price is paired with Bitcoins but not necessary depending on bitcoins. Most altcoin prices are determined by the demand and supply of the product and services they stand for and might not have anything in common with the price of bitcoin.
To be honest, I think it's not determined by the services it provides. There are still tons of projects that have nothing to serve and buying by people in the market.
