What can metahash be used for, what problem is it trying to solve?

First is scalability. Also it will provide realtime smart contacts and more decentralized system due to multi-PoS.

Is there a codebase or documentation I can look at?

The YP will be available in August, as well as the code. We are all waiting for it!
