Why not start the process....
1. If this process is introduced then many will report unnecessarily. This may cause more suffering.

I cant understand all your arguments properly. Nevertheless, reports will be validated by mods, so any wrong report will be rejected and thus will not lead to wrongful harm to anyone. Just a cleaner forum and more work for the mods and admins.
It seems the idea here is to encourage more people to report. I certainly used the forum for a very long time before I ever used the report button, I just never thought about it. From what I understand the problem is unreported spam, not unnecessary reports. People that haven't got to 300 reports yet will not have seen the Your reports page and this text "Do not worry about your accuracy too much; one accurate report is worth many inaccurate reports."
