I think it means there's an overlap in the buy and sell values for the order book.

Exactly. Nothing more than this. And if you go in the Cryptsy market you can see it.
C.a.T. try to suggest best sell/buy price, but when best sell price is < best buy price this is the message you will get.

problem is that i already cancelled all my order book in Crptsy, and now I checked again for any ltc/btc trade and there is nothing. Still, the problem persists  

What problem? This screen is not about your orders/trades. Is only about difference between best buy/sell price (not your, all order markets)
