I think it is going to take more than this to start a bull market I think that at best we could see a significant recovery of the market, but in my opinion the only thing that is going to create a bull market is the activation of the lightning network that we have been waiting for so long, unfortunately this is the kind of thing that will take a lot of time similar to what happened with segwit back in the day.
