What con's do you have in mind?
What value is there in changing an aliases URI to the exact same URI. Nothing changed, why should that get accepted? Why not get an error like "you must have submitted duplicate URI", especially if it happens very close in time.

But you meant the replacement of a URI with the exactly same URI.
