Too obvious for the answer, why would it not affect the price in a good way? that's why it's called positive news

That's exactly what he is saying though. Positive news should have a positive effect on price, but sometimes when there is positive news that comes out, the price just simply does not react to it. He was saying that we are constantly getting positive news but the price isn't going up. I too am unsure why this happens, I can only speculate that the effects of this are due to one of two things:
1. The positive news is sometimes offset by negative news within the same time period. There have been a few times this year where something positive happens, and the next day there is something negative. I think this may have stopped any pumps... Possibly.
2. The market has a bearish sentiment, so positive news hasn't effected this too much. However, this could mean that the price is being held down artificially, I guess you could say, because of the bear market. Buying pressure has been building though, so any positive news we see, is actually just fuel that is being saved for the next take off

Not sure what the real reason is, but I think it's likely a combination of 1 and 2.
