who will count the report threads, especially valid report threads?
What do you imply by "report threads"?
If you mean the actual reports, then they're already being counted automatically somewhere in the forum depths (you can see the result on "Report to moderator" page if your number of good reports exceeds 25).
If you mean topics where someone posts evidences of violations (
for example), then I doubt that they generally need to be counted.
