Advertising Campaign is the same as Signature Campaign.

It still doesn't follow from the announcement that we should somehow be affiliated ("to be part of PrimeDice" in your terms) with PrimeDice save for adding PrimeDice sigs... In short, partaking in the signature campaign is not the same as being the member of or gambler at PrimeDice

Though I agree Stunna's post is a bit misguiding...
