Yes I guess that's what he meant. You can earn tokens through bounties and by being an investor but many existing ICOs are scams so it's not only about earning those tokens.

But knowing on what are the legit and scams and to tell you frankly, I don't think that ICO today are still worth. Most of those tokens are just pump and dump once it steps to an exchange.
