Those zero fee exchanges have mostly a very low volume. I'd choose exchanges with fees and feel more safe with my coins on them.
There are actually trusted exchanges that have 0 fees on a certain pair like bitmex with its BTC/USD market but you are correct since there is no volume in there. I've also checked the exchanges on coinmarketcap that have ) fees and no volume on any exchanges whatsoever.
@OP your best option is to just find the exchange that offers the smallest fee since the exchanges providing 0 fees will be of no use because of it's 0 volume.
One best option for you is
Binance. You can take advantage of its low trading fee when you use their binance token.
Another is
COSS which also offers their own coin and you can even earn from dividents.
