People will continue to make multiple accounts unless phone numbers are linked to people bitcointalk account and 2 factor authentication is made mandatory. Another alternative to stop this is by making KYC mandatory, but people would hesitate to reveal their private information to a forum which is not operated by any single person or authority.
This forum is based on crypto and crypto's ideal is anonymity to a certain extent, again bitcoin itself is not completely anonymous. However the forum administration believes in these ideals which is why there has never been any KYC on this site or any phone number linking. Doing so only means that you are giving away your personal info to some third party. Even if you do trust them, still you personal info is can get into wrong hands in case of any data leakage.Merit is becoming something you can buy just like a crypto currency...
