First, I don't know what you are buying Ethereum. Is it for long-term or short-term investment? if your answer is for the long term, it doesn't matter when it's good to buy or not because basically the long term is just waiting for prices to skyrocket. and if you make a short-term investment I strongly recommend watching the market so you know when to buy and sell.
