In Turkey, such a situation can attract a lot of attention(negatively) and using that cards abroad will create a serious problem. You do not even use PayPal because it blocked in Turkey. What we are discussing in this case
I'm not exactly sure what to do with these cards, but according to my experience seems to be a little illegal.
