Your suppositions look like mprep is the only Global Moderator you know.
There are 3 global moderators on the forum: mprep, rickbig41, hilariousandco. Not so much as I can see.

They could simply not know about that self-moderated topic or forget about it. Also they could keep it consiously (for example, because it was informative enough or because there was some interesting discussion).
