ICO means initial coin offering and it works like a new public offer of shares but that market is regulated and till now, no regulations are there to tackle with the mischief of any ICO. Many countries banned ICO investment before regulation as they don't want that their people lost their hard earned money if someone does any scam. Many ICO gives decent returns to their investors but not all ICO are up to the mark.
