Logic would tell me that they?d prefer charity in the form of a widely accepted currency that they can spend where and when they need to.
Whilst the issues with those that lack identification is definitely a pressing matter, I think there are better alternatives as realistically there isn?t enough infrastructure to support this technology in these communities.
