Only if government ban specifically bitcoin (which I think is absurd), then altcoins may recover and take the spot at the top.
In my own opinion without bitcoin, crytocurrency is nothing. Maybe it will continue to operate but its not going too far. As we see bitcoin have the highest value in the market has the millions of investors and users around the globe, and that is the reason why bitcoin is called king of cryptocurrency.
