Upvotes.io provide such service, but they do not promise such amount, and I can not imagine that you can make 10K manual upvotes in short time.
I agree.. I checked upvote.io and found their services to be very cheap if not the cheapest around.. I love their full package since it has better offers compared to other marketers and still remains relatively cheap.
