Nobody knows what's gonna happen. IMO, all depends on this case scenario probability, right now as we see market is pretty low, but who knows what SEC decision and China news will bring to the market. I prefer ICO investing, right now find awesome project - Kelvin Blockchain, this will become powerful alt I hope so. 
Sure, no body know that what is going to happen to bitcoin in the last month of 2018, but most of the investors and expert prediction about bitcoin in December is too much positive and they think that it is expected that bitcoin will just high and will hopefully reach to 20k.
