Yes, they allow but one has to claim for a few months to year time to reach that limit. 
Or one roll of over 9994. What I'm really getting at is that all other gambling sites would see someone that plays for free and then withdraws without ever depositing as an abuser. That's the difference here and why we are still a faucet site as well as a gambling site.
