They have repeatedly stated that the team and whitepaper will be uploaded in August, and have been completely transparent in this fact over their Telegram community. In fact, their whitepaper was released today. You just mentioned they said the team page will be up before the ICO, and the website clearly says the ICO is on the 1st of September... I am pretty sure it's still August.

On the other hand they mention team from north America. If I am not wrong ICO is restriction on America, I don't know exactly north or south America.
