No stupid questions, we all need to learn
Just create the stablecoin.conf file (if you don't have one, if you do just add the extra line in the file) and in the file add the line posted above, exactly as it is:

addnode=66.228.60.13
Adding this line of text will do all you need. Make sure to restart the wallet after you've modified the conf file.
