maybe the investors are waiting for the bitcoin movements so they can decide to invest again or still waiting. maybe they are not tired of ICO and only wait for bitcoin to increase or to decrease and this is why some ICO cannot get their goals in the early of the projects. I think in the future after bitcoin price can get back like the last year, the investor will come back to invest in the projects so they can make their profits in the future.
