I think it can happen if the dev has a good plan of the ICO and they have a strong back up in their project and they have a good project so they can get much of investor. but it's only a few ico that can do this because right now, it is hard to collect a big money from the investor because of today, many ico that is trying to collect the money and then run away. so I hope that you can be careful when you decide to invest in any of ico and make sure that you know almost everything about the project and you are sure with the project.
