Well if you can't read about what you're about to invest in, then why would anyone be investing? Sure it's not a problem if they have began the bounty campaign or something, and the whitepaper (doesn't have to be a whitepaper, would be even better if it's a comprehensive explanation of the idea and the way to execute that idea) is being worked on, but if the project reached it's timing for ICO and there isn't even a nice explanation of it, it's almost certainly a scam, and the one targeting not exactly the brightest type of investors. It might possibly be a bad organization (ICO planned for much sooner than it should have been) but what should one expect of a project with such a bad basics in the first place.
