I have read the OP but maybe i did miss it, if yes then forgive me in advance, but there is one thing i would like to suggest. I think it is a good idea if you include this kind of message to the newbie welcome message
If you are not a native english speaker, it is a great idea to visit your Local Board first and learn about this forum from there.
Well, i am not good with the words, but the point is to point them out to the Local Board since not all of us are native english speaker and members might come from any country. Thanks.
