I am not sure the minimum wallet balance as there are variables such as how you have your inputs distributed and what the network weight is which changes. Good afternoon, why am I not making withdrawals with "PWR"? my balance is in "yobit" for why I can not perform looting, is your blockchain still working normally?

Yobit is on a different chain and also the wallet at Yobit is in maintenance so you can't deposit or withdraw coins. The blockchain at Yobit is moving along fine as far as I know and the new blockchain we are using for PWR coin is also moving just fine.
