Idea of  BlocVehicle interesting however not new,  I do  not know situation of European countries,  maybe it is actual to record  all information  about car, but in but in post-Soviet countries (like Russiu, Ukraine, and so on )
car owners are not  interested  in hidding information  of car, because  they want to sell their cars by higher price.
