All bans in the modlog are autobans, and permanent.
If you cannot find the userid in our modlog, I used BitcoinTalk Public Information Project (BPIP) credits to Vod, to check if the member is already banned (to avoid repeated reports). See sample below:

Chances are the Mod who handles the ticket can't ban the user. Most Mods can only nuke Newbies. The post will get deleted, but the user won't get banned.
Per experienced, when I reported plagiarism case in different boards, it is unhandled (they already handled my reports except the plagiarist) which indicates that someone has the authority to ban user(s) is handling them and not just nuke them - they leave it unhandled for ban purposes.-snip-
