there a lot of reasons why would a bounty campaign extend among that i would name the ICO was not  completed meaning that the tokens intended for the market was not sell all or maybe the market is down (price of bitcoin is down ) but that dont mean it is a scam you just have to be patient and look up for news from the team and good luck.
