This system is used for oppose a bureaucracy that is full of behavior nepotism and spoils system (loot system) in filling in the Rank / public rating. The merit system simply points to the best person chosen for Rank because quality and ability, not because non-factor factors such as politics, family, friends, ethnicity, religion, ethnicity, region, class social, gender, wealth and etc. The merit system is a Member system in management  Members are based on skills, appointment of the best person for good work that particular post.
