Just got off the phone with customs.  They are reclassifying the tariff association from 8471.50.0150, what is on the invoice from Bitmain, to 8543.70.9960 because "ANTMINER" is on the invoice as of 8/23/2018.  This is for all carriers into the US. DHL, UPS, etc.

https://hts.usitc.gov/?query=8471.50.0150 - High Level:  Freely programmable data processing electronics - 0% extra fee
https://hts.usitc.gov/?query=8543709960 - High Level: Not freely programmable specialized mining equipment - 25% extra fee

https://rulings.cbp.gov/search?term=ANTMINER&collection=ALL&sortBy=DATE_DESC&pageSize=30&page=1

Unless Bitmain changes their invoice to not say ANTMINER, but instead calls it general purpose computer, or something else, customs is now changing the tariff association.

Hmmm. 8543.70.9960 appears to be under the 1/General 2.6% though... *confused*

*EDIT*: In reading the actual ruling, it should be 2.6%: By application of GRI 1, and Chapter 84 Note 5 (A) and (E), the applicable subheading for the Antminer S9 and DragonMint Miner will be 8543.70.9960, HTSUS, which provides for “Electrical machines and apparatus…: Other machines and apparatus: Other: Other: Other: Other”.  The rate of duty will be 2.6 percent ad valorem.

And here is the most recent chapter85: https://hts.usitc.gov/view/Chapter%2085?release=2018HTSARevision10
Search in that document for 8543.70.99 and look for sub-heading 60 in the table -- rolls up to 8543.70 which is 2.6%.

Something fishy here.
