I just want to get things up, since I reported this two profile (thedarknight789 and Iyum) here (https://bitcointalk.org/index.php?topic=1926895.msg44119221#msg44119221)

Where in fact that I can still see that they're still active and can post anywhere they like in any ann thread, posting such copy-pasted posts from icobench rating page where they didn't even quote or credit the original posts/poster tho I see that their post I reported was removed.

Can any mod explain why this 2 users still can posts where plagiarism is such a huge case to get permaban on this forum?

I can't see any basis that this is relevant to be a copy/pasted situation, it's just like bumping of his/her own thread. Moreover, you can report his/her posts for not deleting old bumps instead.
