I believe the best time to buy is when the price is crashing or going down with significance. It's psychologically hard because you will be sitting on losses for a short time. But, remember, the lower the price the more bitcoin you get for your dollar. Then, move your coins off the exchange on to a hardware wallet such as the ledger nano s. Then start saving money for the next crash/drawdown and repeat the same process.
