As long as it is allocated to fund anything that is beneficial to the community as a whole there is nothing wrong with a premine of that size.
The Solaris team have actually used those premined coins very transparently and effciently with lots of marketing campaigns more than one year.
I think that Solaris team will have more promotional events for community and for the project's developments in the future.
Which is fine as long as it works that way and as far as I know and have heard there is no problem with the way they make use of those funds.
