The pump doesn't have to involve shilling if you got billions to cause bullish action by purchasing an asset, artificially decreasing supply and increasing demand.
In other words: semantics.
That's not pump and dump. That's something else.
Also, keep in mind that trying to manipulate a market by buying large amounts is very risky. If you buy a huge amount, you pay the higher price, and you only make money if the price
continues to rise. If the price doesn't continue rising, you will lose money when you sell your huge position.
