I think you're right . Bitcoin is going uptrend yet eth remains low. I think this may be a good time to buy but because of a lot of scams going on. This may have caused eth not to rise along with btc. Its scary trend but we can never say it wont rise ever. Many have seen the potential of ethereum and its network.
We can't predict on what will may happen in the market especially the bitcoin and ethereum price, everything is possible to happen. For now, waiting is the main choice and take the opportunity to get in a cheap price.
