Some of the bounty is extended because the project did not reach the target cap for the projects. They get more funding for the projects to be successful. They give others chance to join in the projects because of the additional extra fund allocations for the projects.
Maybe you are right but i think they extend the project because of the market that does not look good but of course it should consider that it had not hit the hard cap.
