Although I don't know if such an app exists but I think creating such an application would be possible.
The basic algorithm we could use is that notify a user with the transaction ID if an address boradcasts a transaction on the blockchain.
Again I don't know if implementing it would be possible. I am just expressing my thoughts on the application development.
