What is meaning of this.

I am so sorry, but they are currently busy with the first stage of the refund process. For other issues, it will be completed gradually. Please be patient and believe me, if you are legit enough, you will get your rights!
Btw, declined means something from my own view!
Usually, someone who gets such status from his withdrawal process, is a person who gets the money in a way that is not allowed or violates the rules.
