I had questions too. If it is permanent banned, is the owner be able to log in his/her banned account or not?
What I read so far and my understanding so far is: you can log in but can not post anything. It's the same for a temp banned and permanent banned account.
As mentioned if it is temporary ban then you can use it or not.
Once the ban will be lifted then you can use it as a regular account and I am confident about it.
