You have a point because most of the ICO's today was created by Russian just like Buzcoin wherein the CEO itself is a famous celebrity in Russia and because of this experience they know what is the better thing to do for a successful project.
Its simply they sees cryptocurrency will give them a positive outcome on their project. Russian also has a lot of ideas and budget to build and create projects
Yes, Russia is one of the top countries where most numbers of ICO's were developed, but not included in countries with biggest amount of successful ICO. Though the analysis showed that most of the ICO developed in Russia were not able to fund raised and continue, I believe in the capabilities of BUZCOIN and I feel that this token will be one of the few successful lCO in Russia.

Well Buzcoin is different from those previous failed ICO that was created in Russia because most of their team members are infamous person while Buzcoin have a founder which is famous and known in Russia as one of the aspiring celebrity and the concept of this project is really useful for our daily lives.
