In 2017, the ICOs find it easy to raise fund during ICO because a lot of people are willing to buy ICOs but in 2018, ICOs find it difficult to raise soft cap for their project. Whereas in 2017 getting hardcap seems so easy. Another difference is that in 2017, scam ICOs are not too rampant but in 2018 scam ICO is the order of the day.
