No countries have completely banned bitcoin. They can say that they ban bitcoin but you can never really ban something as decentralized as bitcoin or cryptocurrencies. Anyway, addressing your main point, the reason governments are releasing statements is because the media sensationalizes news and only reports cases where cryptocurrencies are misued negatively. Did they ever report news when bitcion helped people send money from different countries with a very low transaction fee? NO.
