For current situation I'd speak not about ICO but market, there are already a lot of great coins for the really cheap price, you'd better look for them, not for the new ones. For example check Kyber Network project, its price is like 60% of its ICO price.
The fact is that to date many investors are investing their money in coins that are bought on the exchange, because they do not want to take risks with ico companies.
