I think it is an institution composed of people who are experts in research on ICOs that arise, so they should be one of the accountable when they rate the project then we will know later that the project was scam, what do you think? Maybe, they can be an investor of all project that good to their vision because they are one of the first who knows the potential of these projects and how real they are.
