Why does the Jr. Member need 1 merit? This will not stop the farm and it is also economically profitable and pays off by any campaign. You can make 3 or 5 merits per Jr. Member.

I think 3 or 5 merrit is too much for beginnings on bitcointalk. At the beginning, I think you are easily obtained Merrit Or Active. And now, with us are Newbies or JR.
